Citizen's Level of Participation and Satisfaction in Barangay Assembly: A Case of Philippine LGU

The purpose of this paper is to examine the extent of citizen participation and citizen satisfaction in local governance because of the powers of the Barangay assembly as stated in the Local Government Code of the Philippines (Republic Act No. 7160). This study aims at exploring the dynamic interplay of citizen’s satisfaction in the conduct of Barangay assembly relative to their participation in the said assembly as a platform towards participatory local governance. Based on the results of our study, we recommended that the LGU participation and regular attendance in Barangay assemblies should be intensified, along with that, the citizen’s participation and citizen’s satisfaction right after the conduct of the Barangay assembly should have a feedback mechanism, and based on the findings of our study we presented policy implications and insights essential for enhancing what is contained in Chapter 6 of the Local Government Code of the Philippines (LGC of 1991).

The creation of the Local Government Code of the Philippines envisioned a self-reliant community that contributes to national development. This study was focused on the assessment on local governance of the barangays of Olongapo city as viewed by the barangay council members including the barangay secretaries and the barangay treasurer based on accountability, direction, fairness, legitimacy and voice, and performance. It utilized the descriptive type of research. The data gathered were recorded, tabulated, and analyzed by means of Percentage, Mean and ANOVA. The findings revealed that the public officials in a metropolitan setting, regardless of age, gender, educational attainment, and civil status as well as population size, they are serving, they are visionary leaders. It means, they are in providing strategic directions to their constituents. They have strategic vision to the community. Moreover, they always have in mind, the principle of good governance being accountable and transparent in every transactions in the government service. Thus, fairness as evidenced by equity, and rule of law, is excellently portrayed and provided among constituents. The presence of congruency in governing the various barangays in the metropolitan area, still needs some enrichments in areas of performance to include responsiveness, effectiveness and efficiency, and legitimacy and voice such as on participation, consensus orientation.

Governance is an act or a process of governing with power and performing the duties and functions within one's jurisdiction. Barangay governance gives an important role in setting direction to the people in the barangay level. It is an empowerment of the local government units in the country where this present study is interested. ABSTRACT Changing the form of government in the Philippines is one of the movements of President Rodrigo R. Duterte and his political allies.However, the success of shifting to a new form of government depends on the acceptance of the people in the country. So, this study was conducted to determine the level of acceptance of the Ubay 1 Barangay Officials’ on federalism as the new system of government in the Philippines. This study is significant in grasping knowledge about how much a citizen agrees on shifting to a new system of government in solving issues such as political, economic and social issues. The researchers gave survey questionnaire to the Barangay Officials in Ubay 1 as an essential data gathering instrument in collecting relevant data needed for the study. Afterwards, the researchers tallied and computed the weighted mean of the data collected. In conclusion, the overall level of acceptance of the Ubay 1 Barangay Officials on federalism as the Philippines’ new system of government is 2.84 which corresponds to the verbal interpretation, “Agree”.

The term ‘barangay’ is an original Malayan terminology brought to us by our Pre-Spanish ancestors, specifically the Malays who migrated to the Philippines using the boat they called balangay. This balangay was converted into the word barangay. At present, however, the term is not considered as a sea vessel anymore. Instead, it became a political structure wherein each barangay, according to our history was considered as a sphere of political and social influence spearheaded by officials. In the Philippine context, barangay is the basic unit of government. Each barangay is under the administration and supervision of cities and municipalities as the lowest level of political and governmental subdivision in the country. In every barangay are Barangay Officials who play an important part in the development and progress of the barangay. In order for a country to prosper, it requires that its leaders observe and practice accountability and good governance. Barangay officials are the intermediary of the government and citizens in service delivery. They perform a pivotal role not only in the execution of a state function but also in the area of deliberative and democratic governance as well as in civic engagement (Gaventa 2012). Thus, effective performance of functions is desired both in terms of operational (technical know- how and leadership) and conceptual (enlightened capacity to solve critical community problems); skills which could only be achieved by means of providing them informed discretion, appropriate training and education that academic institutions of higher learning could provide.
